What is CBTA?
CBTA (“Competency based training and assessment”) is mandatory from 01 January 2023 – training by training categories (TCs) is no longer possible.
The goal of competency-based training and assessment is to produce a competent workforce by providing focused training.
This is achieved by defining key competencies through a Training Needs Analysis (TNA), and the establishment of assessment methods to assess their achievement.
This assessment must be performed and documented on a continuous basis. Possible types of the assessment are written tests, oral tests, online tests or practical exercises.
For the training needs analysis, there are guidelines for well-defined roles (see below).

Responsibility of the employer
Operators and employers must establish dangerous goods training programs for their personnel which duties are related to the transport of dangerous goods by air, as well as performing continuous assessments.
The training needs depend on the job function and must be analysed and determined before the training is carried out. This is achieved and documented by a Training Needs Analysis (TNA).
This can be created for individual persons or for job functions within the company (e.g. passenger handling, pilots, flight attendants, security personnel, etc.). The employer who has defined the training needs analysis must be indicated on the certificate.

Well-defined roles
ICAO Doc 10147 describes recommended knowledge and tasks lists for well-defined roles.
On this basis, the German Federal Aviation Office (LBA) has published Modules A to T for dangerous goods training according to CBTA.
Additional requirements for the issuance of certificates in Germany
- The employer who has defined the training needs analysis must be indicated on the certificate.
- For recurrent trainings according to CBTA, the date and type of the last assessment, as well as the information by whom it was performed, must be indicated on the certificate. (For initial training according to CBTA, the date of defining the training needs analysis for the participant can be indicated).
