CBTA Assessment Information!

 

Important information regarding DGR recurrent trainings if the previous training was completed under CBTA guidelines (the certificate of the previous training is based on LBA modules):

Operators and employers must establish dangerous goods training programs for their personnel which duties are related to the transport of dangerous goods by air, as well as performing continuous assessments.

This assessment must be performed and documented on a continuous basis. Possible types of the assessment are:

  • written tests,
  • oral tests,
  • online tests, or 
  • practical exercises.

The date and type of the last assessment must be provided to us with the request for the recurrent training, as we have to indicate it on the new certificate required by the German Federal Aviation Office (Luftfahrt-Bundesamt / LBA).

There are currently no specifications regarding the duration, type and regularity of the assessments. This can be defined by the employer himself. However, the assessments must be documented, including by whom it was performed.

Note: For “by whom this was performed“ we do not indicate the name of a person on the certificate, but the employer as the organisation. This is in accordance with the LBA requirements (see LBA Kommentierung NfL 2022-2-713, Revision 4, 04.09.2024).

 

Additional requirements for the issuance of certificates in Germany:

  • The employer who has defined the training needs analysis must be indicated on the certificate.
  • For recurrent trainings according to CBTA, the date and type of the last assessment, as well as the information by whom it was performed, must be indicated on the certificate. (For initial training according to CBTA, the date of defining the training needs analysis for the participant can be indicated).

2.3.3.3.5 The assessment of dangerous goods personnel can be accomplished in a variety of ways. Some common examples of how to accomplish an assessment would be to utilize a written test, online test, oral test, observed practical exercises, online practical exercises and observation of on-the-job performance by fully trained personnel.

2.3.3.3.6 An employer of personnel performing dangerous goods functions might choose to utilize one assessment method or a combination of assessment methods, as long as the assessment confirms that the personnel have acquired the necessary competencies to perform the assigned dangerous goods functions. The employer therefore establishes the assessment plan with all the specific details that would need to be accomplished to determine whether competence has been achieved by the trainee.

2.3.3.3.7 Employers electing to send personnel to third-party training providers also need to establish an assessment plan for ensuring that competence has been achieved by the trainee. The employer may incorporate the third-party provider’s assessment into its established assessment plan. Even if the employer does not deliver any of the training itself, it can still choose to assess the trainees in the workplace to ensure they can perform their assigned tasks competently and incorporate that process into the assessment plan.

2.8 Beurteilung (Assessment):

Im Rahmen des kompetenzbasierten Schulungs- und Beurteilungskonzepts ist der Arbeitgeber verpflichtet regelmäßige Beurteilungen (Assessments) durchzuführen.

Dies dient dazu, die absolvierte Schulung im Hinblick auf die auszuübende Tätigkeit zu beurteilen. Die Beurteilung kann in Form von schriftlichen / mündlichen Tests, online Test, Arbeitsprobe, etc. bzw. aus einer Kombination dieser stattfinden. Nähere Informationen zur Beurteilung sind im ICAO Doc. 10147 unter den Punkten 2.3. ff. zu finden.

Die letzte Beurteilung (Assessment) muss im Schulungsnachweis (Zertifikat) gemäß Punkt 2.7.2. g) eingetragen werden. Da bei Erstschulungen noch keine Beurteilung (Assessment) stattgefunden hat, kann in diesem Fall das Datum der Bewertung des Trainingsumfangs eingetragen werden.

Hier kann die Person, die das Assessment durchgeführt hat namentlich benannt werden. Es ist ebenfalls ausreichend, wenn die Organisation, die das Assessment durchgeführt hat benannt wird um evtl. Datenschutzvorgaben zu genügen.
